Lipsă acută de medici în localităţile din Delta Dunării: „Chiar dacă au spor de 200%, zona nu este atractivă“

Despre Delta Dunării vorbim adesea la superlativ: este considerată un paradis sălbatic, are peisaje de vis și le oferă vizitatorilor experiențe extraordinare. Cu totul altfel stau lucrurile în cazul celor care nu vin doar pentru un sejur în Deltă, ci își duc acolo traiul de zi cu zi. Mii de oameni din satele înconjurate de ape nu au un medic de familie în localitate și nici măcar o farmacie de unde să își procure medicamentele. Pentru cei mai mulți, orice vizită la doctor presupune un drum cu barca. Directorul Casei Județene de Asigurări de Sănătate Tulcea, Eugenia Vasile, spune că, în prezent, există medici de familie doar în Sulina și Chilia Veche, deși sporul acordat celor care își deschid cabinet în zonă este de 200%.
Situată în inima Deltei, pe malul brațului Sulina, comuna Crișan nu are medic de familie de cel puțin 10 ani. Primarul Silviu Rahău spune că există dispensare în toate cele 3 localități arondate – Crișan, Caraorman și Mila 23, însă medicii sunt imposibil de convins să rămână aici.
„Cine vine să stea izolat? Vara e frumos, toată lumea ne cunoaște vara! Acuma să vină să stea cineva, acuma e frumos! Nu vine nimeni să se închidă aicea, mai mult decât atât, eu bănuiesc că, dacă faci o gardă la spital, scoate cei 200% din altă parte, decât să vină să stea izolat aici. Medic de familie nu există, în localitate avem doar asistenți comunitari care deservesc partea de tratament și primă intervenție, în toate cele 3 localități. Şi localitățile se deservesc doar pe apă, doar cu barcă. Când sunt cazuri speciale, se apelează la 112 și ne trimit şi ambulanţă. Noi avem ceva medici cu care colaborăm, de la Sulina și de la Tulcea, deci fiecare persoană din UAT-ul pe care îl reprezint este înscris pe lista unui medic de familie, dar nu de la noi, pentru că nu vine nimeni încoace. Farmacie nu avem, pentru că nu avem farmacist, aş fi vrut eu să fac aşa ceva. Doar în Crișan, în centru, să zicem că facem o farmacie, trebuie să am farmacist care să stea permanent în farmacie, asistent farmacist și nu vine nimeni, pentru că financiar nu se merită.“
La Sfântul Gheorghe, primarul Valentin Sidorencu susține că se confruntă cu o situație paradoxală.
„Din păcate, noi am avut medic care locuiește și acum în Sfântu Gheorghe și neavând asistent local, s-a mutat cu cabinetul undeva la Nalbant, dar locuiește în continuare în Sfântu Gheorghe.“
În aceste condiții, deși au medic în comună, oamenii din Sfântu Gheorghe trebuie să aștepte să vină un doctor din Sulina pentru a beneficia de asistență medicală, explică primarul:
„Medicul de familie locuiește în Sulina, vine de două ori pe săptămână la cabinetul medical din Sfântu Gheorghe, unde consultă pacienții, emite rețete… Avem un asistent medical comunitar și un asistent al medicului de familie.“
În Delta Dunării, medici de familie există doar în Sulina și Chilia Veche, deși sporul acordat celor care își deschid cabinet în zonă este de 200%. Directorul Casei de Asigurări de Sănătate Tulcea, Eugenia Vasile, spune că probleme sunt în tot județul, nu doar în Deltă:
„Avem în contract 79 de medici de familie. Avem 8 localități care nu au medic de familie și 10 localități în care s-a deschis un punct de lucru al cabinetelor altor medici de familie, din alte localități. Chiar dacă au spor de 200%, cantitatea este mică, nu este atractivă Delta Dunării pentru ei, sunt plătiți la numărul de înscriși asigurați. Localitățile din Deltă sunt depopulate, astfel încât zona este neatractivă.“
Directorul CJAS Tulcea atrage atenția că, în următorii ani, criza se va acutiza, ținând cont că, în prezent, 34% din medicii de familie din județ sunt pensionari.
