Ce alegem, bloc vechi sau bloc nou? Este una dintre întrebările pe care le pun oamenii atunci când caută o locuință nouă. Înainte de a lua o decizie, este bine să urmăm câțiva pași. Adrian Băncilă a stat de vorbă cu doi specialiști în arhitectură și construcții.
Arhitectul Alexandru Bălan spune că, atunci când vine vorba de achiziția unei locuințe în incinta unui imobil, este esențială cartea tehnică a acestuia:
„Orice asociație de locatari sau orice clădire construită trebuie să aibă, prin lege, obligatoriu, o carte tehnică, în care sunt toate planurile de arhitectură, toate planurile de rezistență, procese verbale ale Direcției pentru Calitatea în Construcții.“
Alexandru Bălan spune că primele construcții făcute după 1990 au fost problematice:
„Sunt clădiri de locuințe cu mai multe nivele, să spun, care au fost construite până în ‘90, care din ‘77 – ‘90 au respectat normele care erau atunci și au fost calculate de inginerii constănțeni, la Institutul de Proiectări din Constanța. Erau foarte severe toate normele acestea și controlul de calitate, după noile reglementări și normative existente pentru seism, la gradul de 7,5 pe scara Richter, în zona Constanței, nu un epicentru. După 1990, o perioadă foarte scurtă, nu s-au construit clădiri de locuințe, și a construit fiecare cum a vrut, după ureche și așa mai departe. Și sunt probabil clădiri – parter şi un etaj, două etaje, care au fost construite și care au fost întocmite de te miri cine, fără controale, fără nimic. Pe șantier e la fel – nu a controlat absolut nimeni nimic, cât fier s-a băgat, pentru că, în calculul seismic, contează foarte mult procentul de armare.“
Expertul în construcții Marius Lulea afirmă că materialele folosite acum sunt mai calitative:
„Spre exemplu, calitatea betoanelor este cu mult mai ridicată, pentru că au apărut tehnologii noi, au apărut tipuri noi de ciment, un alt sistem de control al calității. Stațiile de betoane acum sunt complet automatizate.“
